Please plan to attend!! TDEC is holding a public meeting to address community concerns. Staff from the Divisions of Air pollution Control, Solid Waste, and Water Resources will be present. The agenda includes a presentation on the leachate evaporator permit modification, a Q&A session, and an open opportunity for one-on-one discussions with TDEC staff.
TDEC has stated they want to hear ALL concerns, not just about the leachate evaporator. This is our chance to speak up!

This event is attended by thousands of people from the surrounding areas, so it’s very important we have a presence there and your help is needed!
The Scott County Heritage Festival features hundreds of demonstrators, craftsmen, and musicians are to display the heritage and culture of Appalachia from days gone by. Rifle making, blacksmithing, frontier cooking, flint knapping, sorghum making, weaving, and apple butter making are just a few of the demonstrations on display. Students from Scott High School will also be demonstrating skills they have learned in various classes associated with the museum project. Bluegrass musicians perform all day.
Parking and admission are free.

Oneida Water Board Meeting

This meeting is open to the public. The Water Board is responsible for setting policy for the town’s Water & Wastewater Department, which provides water and sewer to customers inside and outside Oneida’s corporate limits. The town’s Board of Mayor and Aldermen serve as the Water Board.

Doors Open at 6pm, begins at 6:30pm. Multiple churches in our community are coming together in earnest prayer and song to lift up our voices to the Lord. We come together asking for God’s guidance about the pressing issue of a proposed Roberta II landfill AND a rail trash transfer station across from Winfield Elementary School.

The zoning process in the Town of Oneida begins with the Oneida Planning Commission before ultimately being approved by the Mayor and Board of Aldermen.

We are raising money to benefit CUMBERLAND CLEAR, a grassroots all volunteer non-profit organization based in Scott County, Tennessee. Its mission is to advocate for the preservation and improvement of land uses that promote increased land values, community, and the rural character of the Cumberland Plateau by promoting decision making by public officials that make the region an attractive place to live and work. The FIRST ACT of CUMBERLAND CLEAR is to oppose the proposed new landfill (Roberta Phase II) and a trash train transfer station across from Winfield Elementary School. Money raised will go to LEGAL EXPENSES and INDEPENDENT TESTING in this fight.

Tennessee Department of Environment & Conservation (TDEC) - ARAP PERMIT REVIEW
At some point in September, it is believed that the planners of the proposed landfill will be filing for their Aquatic Resource Alteration Permit (ARAP). The process for approving the plan to alter the course of springs and creeks in the middle of the proposed landfill site has to be announced and has to include an opportunity for the public to comment. As more information about this is made known, residents are encouraged to stay tuned and be prepared to attend such public hearings.

We need YOUR voice! This is a second attempt meeting as the previous Solid Waste Board meeting had no quorum to vote.
If your schedule allows, please be there to show our Solid Waste Board how IMPORTANT it is to the citizens of Scott County that they sign the original waste plan addendum letter to TDEC proposed by Jerry Dodson, chairman, stating WE DO NOT HAVE NEED FOR AN ADDITIONAL LANDFILL! Our current Volunteer Regional Landfill has 24 years left at a minimum and there is absolutely no need for a second one, even larger, to be built adjacent to our current one. Scott County’s waste needs are being taken care of now and for long into the future.
Tell the Solid Waste Board they must communicate NO NEED FOR ROBERTA II LANDFILL to TDEC!

The Commissioners should continue to hear your input about the proposed landfill that threatens the long-term economy of Scott County. The Tennessee Division of Air Pollution Control (TDAPC) has received requests for construction and/or modification of air contaminant sources as noted below. The proposed construction and/or modification is subject to part 1200-03-09-.01(1)(h) of the Tennessee Air Pollution Control Regulations, which requires a public notification and 30-day public comment period. The applicant seeks to obtain an air contaminant permit (Division identification number: 76-0071 and 983571) for construction at the following address: 300 Roberta Lane, Oneida. The permit request is for the modification of the following: The capacities for leachate throughput and heat input shall be increased for the express purpose of optimizing water removal efficiency from leachate. A Demister is used to control emissions. There would be physical construction. Regulated air contaminants are emitted by this source. What is the range of pH and temperature of the leachate?
What is the concentration of specific inorganic and organic contaminants, including heavy metals and Per- and Polyfluoroalkyl Substances (PFAS)?
How variable is the leachate composition over time, and can the system handle these fluctuations?
System design and performance. These questions focus on the technical capabilities of the evaporation system.
What is the required evaporation capacity (e.g., gallons or cubic meters per day)?
What is the volume reduction percentage or target concentration level for the residual?
What is the desired quality of the condensate (evaporated water) for discharge or reuse?
What type of evaporator is being proposed (e.g., thermal, mechanical vapor compression)?
How is the system heated (e.g., landfill gas, waste heat, electricity)?
What are the required pretreatment steps for the leachate before it enters the evaporator?
How will the system handle scaling and fouling from dissolved solids?
What is the total footprint of the evaporation system, including any pretreatment and post-treatment components?
Operational and maintenance. Evaporators require consistent monitoring and maintenance. These questions address reliability and long-term upkeep.
What are the routine maintenance requirements and schedule (e.g., cleaning, inspection)?
What are the energy consumption and other operational costs per gallon or cubic meter of leachate treated?
What are the system's operational parameters, and what is the plan for monitoring and controlling them?
What are the troubleshooting procedures for common issues, such as vacuum leaks or poor performance?
Is training for operators included, and what level of certification is required?
What kind of long-term technical support and service contracts are available?
Residuals and emissions. Leachate evaporation produces a concentrated residue and air emissions that must be managed.
What is the final composition and volume of the concentrated residue?
What are the approved disposal methods for the residual? (e.g., returning to the landfill, off-site disposal)
How will PFAS and other contaminants of concern be concentrated in the residue, and what are the implications?
What are the potential air emissions from the evaporator (e.g., VOCs, PM, greenhouse gases)?
What emission control technologies (e.g., demisters, scrubbers) are integrated into the design?
How will air emissions be monitored and reported to regulatory agencies?
